Rhode Island Master Price Agreement 508 (R.I.)

The State of Rhode Island Department of Administration, Division of Purchases, has selected the RISE (a division of Thielsch Engineering, Inc.) to provide turnkey energy-efficiency services to public-sector entities under a Master Price Agreement known as MPA 508. This MPA allows state agencies and political subdivisions -- cities, towns, schools, quasi-public agencies -- to award energy-efficiency retrofit projects of up to $50,000 to MPA-listed companies without public bid. It also allows the award of projects between $50,000 and $600,000 without full public bid upon securing three bids from MPA-listed companies.

Cape Light Compact Direct Install Program (Mass.)

Cape Light Compact (CLC) is a regional inter-municipal agency authorized by 21 towns on Cape Cod and Martha’s Vineyard to protect consumer interests, secure competitive electricity prices and offer green power options for 200,000 customers. CLC’s Municipal Program provides up to 100 percent incentives for qualifying energy-efficiency measures in municipal facilities. RISE has serviced CLC customers since 2001 and maintains a field office in Hyannis.

DCAMM Accelerated Energy Program (Mass.)

The Commonwealth of Massachusetts launched this program in 2012 to accelerate implementation of energy and water conservation improvements across all state government operations. Under this program, the Division of Capital Asset Management and Maintenance (DCAMM) has awarded RISE contracts to retrofit district court houses, armories, prisons, universities, public health facilities, offices and other state facilities.

Eversource Energy Municipal Program (Mass.)

This program provides custom rebate services for federal, state and local government facilities supported by Eversource Energy electric or gas service. As a Municipal Program Contractor, RISE was selected by Eversource through a competitive process and, per General Law 25A, is exempt from state bid requirements for projects totaling less than $100,000.

Rhode Island Energy Project Expediter 

A Project Expediter (PEX) is an authorized contractor selected through a bid process to implement energy-efficiency projects that qualify for Rhode Island Energy's energy incentives. RI Energy requires each PEX to achieve target kWh and natural gas savings goals while maintaining high customer satisfaction. RISE has served as a PEX in RI since the program’s inception in 1996.

 

Liberty

 

Liberty Utilities Commercial & Industrial Gas Energy-Efficiency Program (N.H.)

As the regional natural gas program administrator, RISE provides auditing, engineering, and direct install services to commercial, industrial, and municipal gas customers. This program includes financial incentives of up to 50 percent for qualifying custom and prescriptive measures and includes certain no-cost direct install measures for small business and municipal customers. Co-funding of approved technical engineering services may be available.

National Grid Project Expediter (MA & NY) 

A Project Expediter (PEX) is an authorized contractor selected through a bid process to implement energy-efficiency projects that qualify for National Grid’s energy incentives. National Grid requires each PEX to achieve target kWh and natural gas savings goals while maintaining high customer satisfaction. RISE has served as a PEX in MA since the program’s inception in 1996 and in upstate NY since 2018.

Special Projects (Federal)

For federal projects, RISE serves both as a turnkey resource for Government-contracted utility companies and as a subcontractor to ESCOs and general contractors. Examples: National Grid contracted RISE to provide energy-efficiency services totaling $2.75 million for the Naval Undersea Warfare Center and Naval Station Newport. Large ESCOs subsequently subcontracted RISE to install additional lighting upgrades and controls at NAVSTA Newport. Other projects include retrofitting U.S. Postal Service buildings, Otis Air Base buildings, and Federal Reserve Plaza in Boston.

The Interlocal Purchasing System (TIPS)

TIPS is a national purchasing cooperative that offers access to competitively procured purchasing contracts to its membership.  For governmental agencies such as public education organizations, higher education entities, and city or county governments, membership in a purchasing cooperative offers the following benefits:

  • Access to competitively procured contracts with quality vendors
  • Savings of time and financial resources necessary to fulfill bid requirements
  • Assistance with purchasing process by qualified TIPS staff
  • Access to pricing based on a “national” high-profile contract

RISE, has been selected through a competitive procurement to provide turnkey Electric Vehicle Charging Stations (EVCS) to TIPS member entities.

1Government Procurement Alliance (1GPA)

1GPA is a national non-profit governmental purchasing cooperative which allows public entities to take advantage of existing contracts to purchase the goods and services they need from local and national vendors. 1GPA Contracts are approved and awarded by 1GPA’s lead governmental entities and are available for use and benefit of all entities complying with their own state procurement laws and regulations. 1GPA’s pooled purchasing power means public and private schools, cities, counties and state entities, as well as colleges, universities and Native American communities can save actual budget dollars on our contracts utilizing best business practices. All of our contracts are competitively bid and awarded in compliance with state statutes, procurement laws and regulations.

RISE, has been selected through a competitive procurement to provide turnkey energy services projects that range from the implementation of lighting retrofits to EV charging stations to large, comprehensive performance-based energy and carbon reduction plans.
